Les hôtes du Ministre ont commencé par expliquer au Ministre la volonté des membres de Global Battery Alliance de s’impliquer activement dans la lutte contre le travail des enfants dans les mines de cobalt artisanal en RDC. Pour eux, ils trouvent que c’est une obligation de s’impliquer pour rendre l’extraction du cobalt artisanal responsable ; ce qui éviterait l’achat par leur membres, qui sont des consommateurs finaux, du cobalt obtenu dans des conditions où les droits des enfants ne sont pas respectés. De plus, ils ont signalé au Ministre que leur plateforme a décidé de lever des fonds pour financer des solutions alternatives qui éviteraient la problématique en question.
En réponse, l’Autorité du Ministère des mines a accueilli favorablement leur initiative, en leur rappelant que son point de vue donné à Global Battery Alliance au cours de la Conférence International de Davos, en Suisse, reste d’actualité.
Au cours de l’entretien avec les membres du GBA, il a signalé que notre pays a déjà adhéré aux Principes Volontaires sur la sécurité et les droits de l’homme et a même rappelé qu’il revient d’une mission en Suisse pour des discussions sur des thématiques similaires.
Il a également rappelé que depuis Novembre 2019, le Gouvernement avait pris par décret, des mesures de renforcement de la règlementation de l’activité artisanale des substances minérales stratégiques avec la création de l’ARECOMS et EGC, deux structures qui permettront dans leur travail d’assainir et formaliser l’exploitation du cobalt artisanal. Pour lui, l’ARECOMS est l’établissement du Ministère des mines avec lequel tous les partenaires œuvrant dans la lutte contre le travail des enfants dans les mines artisanales et la traçabilité des substances minérales stratégiques devront collaborer pour mener toutes les actions sur terrain.
